EIA has completed seven baseline studies to assess the overall environment for English language teaching and learning in Bangladesh. The studies conducted are:

1. English Language Proficiency: This study was conducted to investigate the level of competence in the use of spoken English in schools and among adults in the community. The team conducted 5,000 interviews with pupils and teachers in primary and secondary schools, and adults living around the schools in a variety of locations (urban, semi-urban and rural) mainly within the Dhaka region. Each interviewee’s spoken English was evaluated against the criteria of the 12-point Trinity College English Language scale.

2. Socio- Linguistic Factors: This study had two parts. The first part, looked into the motivation and barriers for learning English and their experience of using communicative English through interviews with pupils, teachers and adults in the community, The second part involved interviewing employers (e.g. garment manufacturers, communications companies, the hospitality industry, government departments) and administrators in post-school educational institutions to assess the demand for English language in the job market.

3. Teachers’ Pedagogical Practices: This study aimed at understanding the existing ways in which English language is taught in schools, through the observation of actual teaching in classrooms. The study looked at English teaching in both primary and secondary schools.

4. Audit of Existing Materials for Primary and Secondary Education System: This study was conducted to audit the existing materials and resources that are available in Bangladesh for teaching and learning English language.

5. Audit on Teachers’ Training of Primary and Secondary Schools in Bangladesh: This study involves auditing existing training arrangements for teaching English in schools and colleges. It also reviews the vocationally-oriented provision for adults, such as learning within companies and in private ‘coaching schools’ for migrant workers.

6. Understanding the Technological Environment: This study was conducted to look into the existing technological infrastructure and the ways in which people use these technologies within Bangladesh. The study both reviewed the current media and technology provision, as well as individuals’ familiarity with and use of technology (school pupils, teachers and adults in the community).

7. BBC WST Baseline Research: BBC WST has conducted a baseline survey to create benchmarks for proposed indicators in order to assess the impact of its project interventions. The significant quantity of data that has been collected from 8,300 respondents is also an important resource for programme makers, those involved in marketing the products and partners in the Project. 6,300 people completed survey questionnaires in 45-minute one-to-one sessions. This was designed to be a statistically relevant sample of Cable/Satellite television and mobile telephone users in rural, urban, and metro centres across SEC A - D. This equates to approximately 33 million people. An additional 1,000 people over the age of 45 from SEC A - D and 1,000 people from the poorest sector of society (SEC E) aged 15 to 45 years old were surveyed in order to measure impact with possible secondary audiences.
